Lookup account balance for specific account and closest date to the entered starting range value

Could someone tell me the Excel formula to pull the account balance for the first instance of an account in a date range? Since Column A of the Balance history contains a timestamp, the Match or Xlookup with two criteria, does not seem to be working.

Example.
Date range: 2023-01-01 to 2023-12-31
Account Name: Personal Checking
Find Account balance in the Balance History the matches or is the closest to the entered start date for the date range.
