Metrics on "Budget Health" in Saving Budgets

My Net budgets is 0, as this is a zero-based budget. So that part is good.

But the Offset is negative and I can’t make sense of the formulas to understand what is wrong; as it seems that Saving Budgets needs to be zero to be a “healthy budget”.

From what i can tell, the Offset takes the “Net Budgets” and subtracts the “Net Actuals, Savings” and then adds the “Net Actuals, All”. As I said above, “Net Budgets” = 0; but the other two I can’t understand how they’re calculated.

Any help would be greatly appreciated.

I think it may be more than the hidden categories as I don’t have anything “hidden” and I still get negative offsets.
